refactor: switch to pkg/jsonnetfile
So far, `pkg` and `pkg/jsonnetfile` had overlapping functionality when it came
to choosing and loading jsonnetfiles.

This fully switches to the separate package `pkg/jsonnetfile` that seems to be
created for exactly this purpose
